You can get out of your spaceship anytime you want. Will you be able to go down onto any planet all the time, or will it only be available for the missions? If it is a "sandbox" game, you should be able to go down whenever you want, too. Has the replacement of Hologram Scout been confirmed? I'm pretty sure that should still be "Speculation."
